North Korea is expanding a key weapons manufacturing complex that assembles a type of short-range missile used by Russia in Ukraine, researchers at a U.S.-based think tank have concluded, based on satellite images.The facility, known as the February 11 plant, is part of the Ryongsong Machine Complex in Hamhung, North Korea's second-largest city, on the country's east coast.Sam Lair, a research associate at the James Martin Center for Nonproliferation Studies (CNS), located at the Middlebury Institute of International Studies at Monterey, said the plant was the only one known to produce the Hwasong-11 class of solid-fuel ballistic missiles.Ukrainian officials say these munitions - known as the KN-23 in the West - have been used by Russian forces in their assault on Ukraine.The expansion of the complex has not been previously reported.Both Moscow and Pyongyang have denied that North Korea has transferred weapons for Russia to use against Ukraine, which it invaded in February 2022. Russia and North Korea signed a mutual defense treaty at a summit in June and have pledged to boost their military ties.North Korea's mission to the United Nations did not respond to a request for comment for this story.The satellite images, taken in early October by the commercial satellite firm Planet Labs, show what appears to be an additional assembly building under construction as well as a new housing facility, likely intended for workers, according to the analysis by researchers at CNS.It also appears that Pyongyang is improving the entrances for some of the underground facilities at the complex.A disused bridge crane that was in front of a tunnel entrance, blocking easy access, was removed, suggesting they might be placing an emphasis on that part of the facility, Lair said."We see this as a suggestion that they're massively increasing, or they're trying to significantly increase, the throughput of this factory," Lair said.The new assembly building is about 60 to 70 percent the size of the previous building used to assemble missiles.

The United Arab Emirates named three Uzbek nationals as suspects in the killing of a Jewish community leader in the Gulf state, a murder that has raised concerns about security for Jews in the Arab world. Israel described the killing of Israeli-Moldovan citizen Zvi Kogan, whose body was found Sunday, as an “act of antisemitic terrorism.” The 28-year-old was an emissary of the Jewish Chabad movement to Abu Dhabi, where he lived with his wife. Emirati authorities said Sunday that three individuals had been arrested in connection with Kogan’s death. On Monday, they named the three suspects as Olimpi Tohirovic, 28, Mahmudjun Abdurrahim 28, and Azizbek Kamilovich, 33. The U.A.E., an autocratic monarchy where dissent isn’t tolerated, prides itself on religious tolerance and a business-friendly environment open to every nationality. Nine out of 10 people in the country of roughly 10 million are foreigners. “Zvi Kogan’s murder was more than a crime in the U.A.E. it was a crime against the U.A.E.,” Yousef Al Otaiba, the Emirati ambassador to the U.S. who helped negotiate the diplomatic accords with Israel, wrote on X. “It was an attack on our homeland, on our values and on our vision.”Israeli and U.A.E. authorities’ investigation into Kogan began on Thursday when he didn’t arrive at planned meetings and the people expecting him informed Rivky Kogan, his wife. She turned to the security officer of the Chabad in the Emirates who contacted local authorities for help. The U.A.E. eventually brought Israel into the investigation, the Journal reported.

Elon Musk has showed off a Tesla to China’s premier inside Beijing’s walled leadership compound and dined with Donald Trump at Mar-a-Lago.If there is anyone with the connections to work things out between the world’s two feuding superpowers, it just might be Musk—or so many in Beijing are hoping.Chinese leaders enjoy some leverage over the Tesla chief executive, who has poured billions of dollars into investments in Shanghai. He has said Chinese leaders “really actually seem to care a lot about the well-being of the people.”That contrasts with the many China hawks in Trump’s orbit including Treasury secretary nominee Scott Bessent, who recently called Beijing a “despotic regime” that needs to be hit with high tariffs to protect American jobs. In China, Musk is a symbol of the American dream and of U.S. technological prowess. Even Musk’s 76-year-old mother, Maye Musk, boasts celebrity status.“Given his investment in China and also given his relations with Chinese leaders, people do hope that he can play a constructive role in the second Trump administration,” said Wu Xinbo, director of the Center for American Studies at Fudan University.The uncertainties surrounding the idea are many, starting with whether Musk would be interested in serving as go-between and whether Trump and others in his cabinet want him involved in China policy. And if Trump is determined to impose high tariffs on Chinese goods, as he has suggested, there may be nothing to talk about.Yet in Beijing, another view prevails, perhaps with a touch of wishful thinking, that Trump and Musk are pragmatic CEOs ready to negotiate.Trump “has this business instinct and wants to make deals,” said Wang Huiyao, president of the Beijing-based think tank the Center for China and Globalization. For that reason, Wang said, Trump would want to tap business executives such as Musk to deal with China.
