Yes, especially with the LEAP card, and don't make it so long to receive one. You should be able to pay with card for everything transport. You should be charged like the Dutch Public Transport System, by distance, instead of a fixed amount to go 1 or 10 stops.
There has to be a train connection to and from Dublin Airport. The metrolink is decades away. Just build a twice an hour train between Dublin airport to a DART station. You could even allow the train to ride across the road like the LUAS.
