Western leaders insisted that all civilians should be evacuated from the city prior to an invasion. Netanyahu responded by saying that Israel is "not a banana republic" and doesn't listen to the other countries when security is on the line. Western leaders fear that if the Rafah invasion happens without an evacuation a further massacre of Palestinian citizens will take place. Israel political observers note that Netanyahu is incentivized to prolong the war since he will likely be voted out of office at its conclusion.
