There should be no quota. A country should not be expected to take in migrants at all, especially if their country is already suffering from a housing and economic crisis.

Yes but it has to be realistic. The EU is almost fully saturated with migrants and the EU needs to accept that there is a point where all countries can no longer take anymore migrants, where financially, taking on more migrants will be detrimental to our own citizens

No, Ireland should retain sovereignty over it's own immigration laws and introduce a points based system with deportations for law breakers, illegals even those who are first generation regardless of how long they've been here and those who overstay their visa.

No, however, every country within the EU should be required to share the burden of housing and caring for refugees. Countries within the EU should not be able to decline them when other EU countries are allowing them.

Each EU member state has a responsibility to take Migrants as a result of several on going events in the Middle East, Sahel, etc., though a model would be needed to evenly distribute these individuals. Some examples would be a nations current economy, the state of their housing, their ability to integrate migrants successfully, etc., etc.

Depending on how the country treats their own people - in the case of Ireland, its citizens are treated poorly. Those who are seeking a better life should not be subjected to living within direct provision for more than 8 years which is the case for some in Ireland.
