No, however, every country within the EU should be required to share the burden of housing and caring for refugees. Countries within the EU should not be able to decline them when other EU countries are allowing them.

Depending on how the country treats their own people - in the case of Ireland, its citizens are treated poorly. Those who are seeking a better life should not be subjected to living within direct provision for more than 8 years which is the case for some in Ireland.

Each EU member state has a responsibility to take Migrants as a result of several on going events in the Middle East, Sahel, etc., though a model would be needed to evenly distribute these individuals. Some examples would be a nations current economy, the state of their housing, their ability to integrate migrants successfully, etc., etc.
