No, transfer them to under crowded prisons instead
Put them in community watched activities so that they are earning money that will go to the system that pays for it.

Yes, but they must perform community service on a daily basis
People that haven’t been jailed for any serious offense shouldn’t have to be put away for as long as someone with a violent crime.
