yes regulate on newly manufactured vehicles,
however less strict emissions standards on older cars in NCT as these vehicles are often under ownership of young, elderly, and generally low income drivers who can't afford a brand new, fuel- efficient vehicle.

Yes but make exemptions for those in rural areas or those in areas without public transport.
