No, but make it useful by giving members, who have specific professional skills, and are directly elected by the people of Ireland, specific analytic functions. No meber of the Seanad can stand for election without signing a solemn declaraion that they have no affiliation to any political party. This should help increase their objectivity without any alegience to party politics.
