I don't see why they should get it straight away. Evidence of trying to get work etc. Proof of what they are doing with the money. If they are sending back home, then no. Are they begging on the streets etc. Need to see evidence of being a good part of society. This isn't just for "foreigners", this should be the same for all people on social welfare.
