Boards of directors or indeed any job should have the best person for the job regardless of gender. If that means they don't balance the gender quota so what? Diversity hires can potentially lower standards.

Yes, but the government should not be involved in mandating this. A system of mandatory reporting (like that in place in Iceland) whereby companies must report on their directors qualifications, is preferable.
