I think plug in hybrids preferably with multi fuel generator even considering the efficiency trade off for multi fuel vehicles are better as from personal experience after a recent storm my uncle couldn't charge his car while an acquaintance had a toyota plug in hybrid.

Yes but only if they can show that they are replacing a car or buying first time to prevent people buying an extra car just for the tax subsidy

Yes, so long as the EVs are safe and long lasting, with efforts being made to replace the fossil fuels being used to charge them with green alternatives.
