This is a question of cost-benefit, and in weighing it, public sector borrowing isn't the only issue. There will always be some risk with borrowing, and I think we should be careful, but I think things like, how we treat junior doctors, and what that costs us, is probably as or more important than bank loans, and we have more control over it.
