Criminalising people without anywhere else to go for sleeping where they have to is a moral and ethical abscess, and represent a failure of a government to provide for its citizens. The onus should be on the government to improve on its responsibility to its people rather than pandering to middle-class squeamishness regarding the disenfranchised.
That doesn't help homeless people in the meantime and you being uncomfortable seeing homeless people is not as important as them having a safer or more comfortable place to sleep
