And for low income households it should be free to a certain cap. I think everyone should have a sort of 'Transportation Card' that tracks the supposed cost of all their rides, and just withdraws from your account at regular intervals, and for lower-income individuals or children there should be a certain yearly cap that does not need to be paid at all
