Consumer incentives don’t help, because in the end very little of the material can be recycled. Instead biodegradable materials should be used which are non-harmful to the environment.

Recycling keeps the products in circulation rather than disposing of them. Similar to the Pfand (deposit) system in Germany, incentive is given to keep the country clean, therefore helping the environment. This often also helps lower income families, as people donate/give their empty bottles, for example, to get the deposit from.
Similar to the Re-turn scheme, the public uptake on that showed that such incentives can work and provide benefits to the public
