If someone is spending welfare money on drugs they are likely struggling with addiction which needs a more health orientated intervention than a penal one. Pushing people towards cheaper more dangerous drug use, increased criminality to attain money for drugs, increasing vulnerability of already vulnerable group. No evidence to show it reduces drug use and will simply cost the country more in other ways.
