Yes but only in the most extreme cases, when capture is not an option and when there is undeniable proof that they are planning to attack the country. In all other cases they should be captured and be given a fair trial.

If they are in a different country then I do not see why we should make it our issue unless they are planning on attacking us and if they were the best plan would be to put defence plans in place.
