Once again, the West uses the "terrorist" label as a political tool to pressure Muslim countries and serve Indian interests in Kashmir. Instead of addressing the root causes of the conflict and the legitimate aspirations of the Kashmiri people, they just follow the usual script of blaming Pakistan. It's no surprise China is calling for actual cooperation, while the US keeps playing favorites.
